Service Description: In PIYN, this is a map service for displaying CIP projects to the public. This service is used in both the PIYN and other CIP web maps.
Standard except for the following: The CIP layers use some fancy SQL to create a virtual field for the "LinkText" which allows popups in the web map to not display a link for records which don’t have a link url. This is done via a query layer, but because these layers use domains (which a query layer can't access), the query layer is created as a separate table and joined to the FC. There is one SQL table for each of the CIP layers.
Note that for the 'completed' layers, the logic that filters out older projects is contained in the joined query layer, rather than in the layer def query. This is due to a bug that causes layers with a join to not be able to use sql functions like GetDate().
